How to shut down a small business?

I’ve spent the past 4 years operating a small website design business out of my home. Things started out promising, but the situation has been steadily declining.
The business has a small amount of debt, which can be paid off fairly easily over the next few months. My biggest concern is my clients and how to handle paperwork and such. I have a few clients who I am will to continue working with on a part-time basis, but I was wondering what is the best way to go about informing these clients of the change, as well as how to shut everything down without short-changing anyone.
Shutting down was a very difficult decision to make, advice from someone who has gone through a similar situation would be greatly appreciated.

I was thinking that I would be an assistant to help people with their home or small businesses. I would be someone that would help them research their idea. I would help them write a business plan. Teach them some of my business experiences.
I would help them stay on track, stay motivated, stay organized, and assist them in building their business or implementing personal financial strategies such as getting out of debt for personal finances or helping to automate a business.

They are sometimes also called Field Consultants or Franchise Field Consultants. In small franchise systems they are sometimes identical to District Managers.
These Consultants travel around on behalf of the Franchise parent company to it’s individual locations and make sure the location are running according to system standards, help troubleshoot their problems, help them with strategies to be profitable and in some cases perform formal inspections.
A QSR is a Quick Service Restaurant, such as Wendy’s, McDonalds, Kentucky Fried Chicken etc.
